Open new document. Fill the background with the bucket with the color you like. Select the Text tool and start writing. Change the text color, same color for the background. Now double click on the text layer to open layer styles outer glow layer and insert (outer glow). Adjust the color of the glow, the size and opacity. Now we can add more text or links, each one on a different level.
